in the Conveyance Order as the proper return port of the seamen in question, and that consequently no stops were taken, or could be taken, by the Board's officers

I am, at Liverpool to send the men to Bremen,

therefore,

to suggest that the attention of the responsible officer at liong Kong should be dram to the fact that a seamen's "proper return port" is his ultimate port of destination, which is not necessarily the port to which the conveying ship is bound.
